Lodi Unified School District
In its 2003-2004 annual report, the Measure K Citizen’s Oversight Committee for Lodi Unified School District expressed concerns over increased construction costs at McNair High School. At the time the annual report was published, the project budget was anticipated to be exceeded by as much as $15 to $20 million. Douglas E Barnhart is the Construction Manager for that project, and was hired by the school district to monitor and coordinate work on the project in order to “complete the project in accordance with the Districts objectives of cost, time, and quality.” The project, which was initially expected to be completed in July, will not be finished until January 2006.

Douglas E Barnhart was also the Construction Manager for the Millswood Middle School in Lodi. According to a cross-complaint filed by in a Sacramento Superior Court lawsuit (case# 05AS01375), Barnhart failed to properly supervise the project and manage the construction schedule. The mechanical contractor who filed the cross-complaint against Barnhart alleged that Barnhart failed to supply enough workers, failed to supply proper materials, failed to properly oversee the nature, scope, and schedule of the project. This case is still pending before the Superior Court, and the outcome is unknown.     »

Stockton Unified
Stockton Unified School District has used Douglas E Barnhart as a construction manager for at least four school modernization and construction projects. All four projects went over budget, with cost overruns totaling more than $2.2 million.

Grossmount Union High School District
Steele Canyon High School in the Grossmont Union High School District was opened one year late because of construction delays. Douglas E Barnhart was the general contractor on the project. Because of the delay, some students who had planned to go to the school had to be diverted to other district schools. According to a San Diego Union-Tribune article, the delay was partly due to materials that Barnhart brought to the job that were rejected by the site inspector. Douglas E Barnhart was on the hook for $1000 each day that completion of the project was delayed, according to the news article.

Douglas E Barnhart has been involved in several other projects that have suffered construction delays and cost overruns: Hamilton School (Riverside County), Lindbergh Field (San Diego Airport), according to news sources.
